This cluster responds to the challenges arising from persistent security threats, including cybercrime, as well as natural and man-made disasters.

The expected impacts of this cluster are contained in the Horizon Europe strategic plan.

The available topics in Cluster 3, “Civil Security for Society”, are summarised below; for 2026-27, they have been subdivided into 6 Destinations.

For Cluster 3 several calls require the active involvement, as beneficiaries, of 2 or more Police Authorities, Border Guard, Coast Guard, and/or Civil Society Organisations from EU member states or associated countries.  

In line with the principle of " security by design," cooperation with other clusters and program lines is intended. Synergies arise in the protection of critical infrastructures (e.g., health systems, transport and energy infrastructures) as well as in security-relevant synergy programs such as the European Defence Fund (EDF), the Digital Europe Programme (DEP) , the National Coordination Centre for Cybersecurity (NCC-AT) , the Internal Security Fund (ISF) , and the Border Management and Visa Instrument (BMVI).
